Onslow County, North Carolina — September 4, 2026 — According to WCTI and the North Carolina State Highway Patrol, a Jacksonville driver accused of leaving the scene after fatally striking a man jogging along Rocky Run Road was located at his home hours later.

Manuel Vienes was killed in Onslow County. Troopers say he was running along Rocky Run Road when the side mirror of a passing vehicle struck him.

Troopers identified Nicholas Proctor as the driver. Authorities allege he was impaired behind the wheel and continued driving after hitting Vienes rather than remaining at the scene.

Troopers later went to Proctor’s home, where court records indicate they detected the odor of alcohol. Troopers took a blood sample as part of the investigation.

Driver Faces DWI and Felony Hit-and-Run Charges

Proctor now faces several charges in connection with the fatal crash, including:

  • Felony death by vehicle.
  • Felony hit-and-run involving serious injury or death.
  • Driving while impaired.
  • Reckless driving.
  • Failure to maintain lane control.

He appeared in Onslow County court on the felony charges. A magistrate set his bond at $50,000.

The crash is the second fatal collision in Onslow County within 10 days in which authorities have alleged that impairment was a factor.

Vienes’ death also underscores the risks faced by people traveling on foot when a driver is allegedly impaired. What began as a jog along Rocky Run Road ended in a fatal collision, followed by an investigation that led troopers to the accused driver’s home only hours later.
